Abstract

The process of holding general elections is still not free from problems of conflict and errors in the process of holding elections. This occurs due to less than optimal performance at the Ad Hoc level. Several factors cause the low quality of election organizers at the Ad Hoc level, the first factor is that there is a lot of public interest, but insufficient human resources. The second factor is the lack of transparency in the implementation of the Ad Hoc body's performance, resulting in fraud and violations of the code of ethics during the election process. The third factor, the integrity of the Ad Hoc body's performance is not optimal. So the researchers provide a comprehensive overview regarding strategies for strengthening
human resources in the Ad Hoc Body, which aims to ensure the election process runs smoothly, fairly and transparently and realize the implementation of the Ad Hoc Body's performance with integrity in the election administration process, so that fraud can be minimized. Therefore, this research uses qualitative research methods to understand in depth the strategy of Ad Hoc bodies in organizing elections in Indonesia. The qualitative method allows researchers to map texts that identify related strategies, Ad Hoc
bodies and election administration found in Ad Hoc officers in the context of this research. The results of this research have a strategy to strengthen human resources in Ad Hoc bodies, then transparency in the implementation of the performance of Ad Hoc bodies to increase public trust, as well as realizing the implementation of the performance of Ad Hoc bodies with integrity. So that the process of holding elections can run effectively and efficiently.
