Abstract

Every development is always supported by Human Resources where humans are positioned as development targets and as implementers of development. Education isone of the factors that gets attention in carrying out development. Because of its assumption, with the education of Human Resources created is quality human resources, so that these problems cause the quality of Indonesian human resources to be low. Besides that education is also very related to empowering the community to be able to innovate and have the provision to survive.

This study aims to describe: 1) How is the implementation of the Tunas Bangsa community learning center in the development of human resources in Sidomulyo District. 2) What are the supporting and inhibiting factors in the implementation of the Tunas Bangsa community learning center in the development of human resources in Sidomulyo District.

The design of this study includes, this type of research is field research. The nature of this research is descriptive research, which is the form of research shown to describe the phenomenon. The data source was chosen purposively and was snowball sampling, then it became large. Informants are important objects in a study. The data collection technique is by observation, interview and documentation. Testing the validity of data by triangulation. While analyzing data with data reduction, presenting conclusions data.

The results showed: 1) The implementation of PKBM Tunas Bangsa activities in Sidomulyo District in order to improve Human Resources (HR) was proven by its success in empowering the learning community in terms of increasing opportunities to improve the quality of life through the participation of each community member with the principle of helping and togetherness. The decision-making process in PKBM has seven components, including: Learning Citizens (WB), study groups. 2) Supporting and Inhibiting Factors in the Implementation of the Tunas Bangsa Community Learning Center in Human Resource Development, a) the supporting factors are the availability of adequate learning facilities, and the teacher is also comfortable when delivering subject matter, the availability of adequate learning space or classrooms, conducive surroundings, b). Obstacles in the Implementation of Tunas Bangsa Community Learning Center in Development Human resources including participation and activeness of students in learning are still lacking in guidebooks and guidelines that are incomplete, as well as inadequate facilities and infrastructure such as libraries and LED projectors, limited learning time or short study time.
