Abstract

This study examines the public perception in Metro City regarding the amendment of the minimum legal age for marriage to 19 years for both men and women, as stipulated in Law Number 16 of 2019, which amends Law Number 1 of 1974 on Marriage. This amendment represents the state’s response to the issues of child marriage and gender equality. However, its implementation faces various challenges stemming from social, cultural, and religious understanding within the community.The objective of this study is to analyze the perception of Metro City’s residents, the factors influencing these perceptions, and their views on the compatibility of the new regulation with Islamic law and local contexts. Using a qualitative field research method with a descriptive-analytic approach, data were collected through in-depth interviews with various informants (religious leaders, community leaders, the general public, parents, and youth) as well as documentation. Thematic and inductive data analysis revealed diverse perceptions within Metro City. Religious and community leaders tended to respond positively, viewing the amendment as aligned with public benefit (maslahah) and the objectives of Islamic law in fostering mature families and preventing harm. However, a portion of the general public, particularly those with lower levels of education or economic standing, demonstrated limited awareness and some resistance. Thus, the phenomenon of public perception in Metro City is a significant issue that warrants further exploration within the framework of Islamic family law.
